A malandragem se dá quando Comissões de Licitações escondem os editais impedindo a ampla e livre concorrência.
O Ministério Público Estadual juntamente com o Tribunal de Contas do Estado do Maranhão (TCE-MA) fecham os olhos para as malandragens de muitas Prefeituras Municipais no interior do estado com relação ao processo de compras através das Comissões de Licitações, geralmente direcionadas e sem transparência alguma. A falta de uma fiscalização por parte das Promotorias Públicas e do TCE aos processos de compras das prefeituras tem aumentado o desvio escancarado do dinheiro público.

Pois não é que as Prefeituras de Dom Pedro e Igarapé do Meio vão realizar licitação nesta próxima segunda-feira de carnaval, dia 11 de fevereiro, data em que geralmente os gestores públicos decretam ponto facultativo, como fazem os governos federal e estadual. E o horário do evento chama a atenção, ás 160 horas.
